Knowledge made systematic: organised, connected and usable because it has a deliberate shape, so you can think better and create more.
The tell is the last clause. The purpose isn't a tidy library — it's thinking better and creating more. Systematic means the shape earns its keep by making you more capable, not by being admirable.
Which sets a usable test. Does the structure help you find the thing, connect it to what else you know, and build something with it? Then it's systematic. Does it mostly help you feel organised? Then it's a hobby wearing a system's clothes — and the PKM world is full of those.
Deliberate is the operative word (Deliberate by Design). Shape that accumulated is a heap that happens to have folders; shape you chose is a system.
